Spring Branch is unincorporated, so the permits Comal County requires before you build do not include a residential building permit or a mechanical permit. Nobody inspects your changeout. We write down what we measured so the record exists anyway.

What the county permits here, and what it does not

The Comal County Engineer’s Office publishes the permits that may be required before construction in the unincorporated parts of the county. The list covers an On-Site Sewage Facility permit, a Floodplain Development permit, a Private Improvement in the Public Right-of-Way permit for driveway work, utility permits for work inside county road right-of-way, a Fire Marshal permit for commercial buildings, public buildings and multifamily dwellings of four or more units, and a Dark Skies outdoor lighting permit inside the Camp Bullis zone. Now read it for what is absent. There is no residential building permit. There is no mechanical permit. A single family home in Spring Branch can have its entire heating and cooling system pulled out and replaced without a county inspector ever looking at the work. Cross into San Antonio city limits and that same job is permitted and inspected.

This is not a scandal and it is not a reason to distrust Hill Country contractors. It is a fact about who carries the quality check. In a permitted jurisdiction the inspector is a backstop, imperfect but real. In Spring Branch there is no backstop. The only thing between you and a system that runs badly for the next fifteen years is the crew in your driveway and whether they measured anything.

Three measurements to ask for, in writing

A load calculation before the equipment is picked. Sizing from the old nameplate copies whatever mistake was made the first time. Hill Country builds vary too much for that, because two houses on the same road can differ by a full ton once you account for glass, orientation and how much of the duct runs through an unconditioned attic.

Total external static pressure after the install. This is the reading that tells you whether the ductwork can actually move the air the new equipment is rated to move. A high efficiency condenser bolted to undersized returns will underperform its rating for its entire life, and the homeowner usually blames the equipment.

The final refrigerant charge and the method used to set it. Superheat or subcooling, with the numbers. Charge set by feel is the most common reason a system that is only a few years old cannot keep up in August.

Any competent contractor can hand you those three things. Asking for them costs you nothing and tells you a great deal, and in a place with no inspection it is the closest thing to one you have.

What the county does inspect, and why it matters to us

The one thing Comal County reviews closely on residential property is the On-Site Sewage Facility, which is to say the septic system. Most Spring Branch homes are on septic and many are on well water. Neither has any direct effect on how an air conditioner runs, but both change how we work on your property. Drain field locations decide where a crew can park and stage equipment. Well pump loads sit on the same electrical service as the condenser, which matters when we are looking at a breaker that trips on start.

It is also why we ask about the septic layout before an install rather than during one. A replacement should not end with a truck parked over a drain field.

Distance is a scheduling question, not a slogan

Our shop is near Perrin Beitel and Loop 410 on the northeast side of San Antonio. Spring Branch is a real drive from there, up through the Hill Country, and pretending otherwise would waste your afternoon. So we give you a window we can hold, we call before we roll, and we ask about gates, cattle guards and long private drives when you book rather than when the technician is already lost. On a no cool call in August, an honest window beats an optimistic one.
