San Antonio is served by CPS Energy, the electric and gas utility owned by the City of San Antonio rather than by shareholders. Its residential efficiency offers attach to the meter and to the service territory behind it, not to a mailing address. Two houses with the same equipment can have different options open to them, and who bills the power decides it.
The clearest example is the one customers ask about by name. CPS Energy publishes the terms of its High-Performance A/C Tune-up and states that eligibility is limited to residential customers in single-family homes in the CPS Energy service territory with currently operational central air conditioners or heat pumps that are at least one year old. The utility values the visit at 200 dollars and offers it at no cost to those customers.
The exclusions matter as much as the inclusions. That same page states that non-ducted mini splits and window units do not qualify, that a household which received one of these tune-ups in the past five years is not eligible again, and that outdoor temperature has to reach 55 degrees before the work can be done. Those conditions leave out a fair number of houses here, which is why an owner can finish a call with the utility and still need gauges on the system.
None of that makes us part of the utility. We are an independent contractor whose customers happen to be billed by CPS Energy, we do not set the rules or decide who qualifies, and details change from year to year, so confirm current eligibility with the utility. The readings behind that checklist are the ones we take either way.
